Trump allowed early SNAP payments during the last long shutdown but his administration says it will not do so now

Update: October 31st 2025 at 3:00 p.m.
SNAP benefits will continue. Two federal judges issued orders on this afternoon that block the suspension of SNAP during the shutdown and the administration is required to keep paying benefits while the cases proceed.
SNAP aid paused during the federal shutdown
In the 2018 to 2019 shutdown, the administration directed states to issue the next month of SNAP early so families would not miss benefits. This time, the administration says it will not use contingency funds or other workarounds, and November SNAP will not go out unless Congress funds it.
What that means right now in Texas
USDA and Texas officials say November SNAP benefits will not be issued while the shutdown continues. Families can still use any balance that is already on their Lone Star cards.
Local impact by the numbers
According to the Texas Health and Human Services, In August 2025, Erath County had 1,347 SNAP households, which translates to 3,082 people, including children, receiving help. Total payments that month were $486,032.
What United Way says
Kiara Laverty of Erath County United Way told us they are not receiving any additional funding at this time. Referring to local food banks she said, “The most they can do is ration what they have.” She urges residents to donate money to Erath County United Way or donate food directly to the pantries that appear in the flyer below.
